GGML lookup tables

Values copied verbatim (MIT licence, (c) The ggml authors). For uint32/uint64 grid tables, dequantization reads the entry as a little-endian byte array: grid[j] = byte j of the entry (int8 for iq1s_grid, uint8 otherwise).
